OK.  Seeing a lack of documentation on kde-config, I decided to start a Wiki 
FAQ page on the matter.

If anyone has more information or corrections, please add it to:

One outstanding issue is exactly which distributions do NOT include kde-config 
in their default KDE installs, if any.  I have included a "stub" question on 
the Wiki on this matter.
