What would the appropriate venue be?

I'm thinking of a forum where commercial companies 

Naturally, this cannot be a plain forum like the ones you see every day.
It should have two sides:

Then when a company posts a job, they get a job number.  And when an
applicant takes a job, they get the job number and the company gets
notified.  Further discussion is enabled in the "job page", which is
(should be) very much like a bugs.kde.org bug page.

You could integrate user accounts with the ones in bugs.kde.org, and
have job postings be related to specific bug numbers in b.k.o.

The trick is to make job posting and job application easier and build a
workflow for coordination between job brokers and applicants.  Much like
the Google Summer of Code, but oriented to KDE-related work.

This idea could be extended to all kinds of free software platforms
there are, and it would be bright if KDE started the idea (since we
already have most of what it would take - an user database, the
technology, and many other things my current hungry-o-meter won't let me
remember clearly).

This idea cannot be championed by me only.  The idea needs support from
core devels, and the KDE foundation.
