DCOP does not depend on X11. DCOP depends on libICE which tends to be shipped 
along with X11 server implementations but which works perfectly fine in the 
absence of any X11 server. For various reasons kdelibs itself includes a copy 
of libICE.

KDE4 is likely to use DBUS, yes.
