K3B is already in extra-gear.
One of the disadvantages of being in the main modules is being bound to the 
release schedule.
Being in kde-extra-gear allowed K3B to make a new release when they included 
DVD burning capability.

Perhaps there is a way for extra-gear maintainers to let packagers know which 
version of their program suites best to be packaged with one of KDE's 
releases.
(maybe using the same Tag?)
