I think you misunderstand. KDE Libraries are in general LGPL. Closed source 
proprietary software can use such libraries by dynamically linking with them 
(See the license text for details). In some situations we have technology 
that we think should have even less restrictions, examples of that are for 
example the API for the NETWM window manager specification and the desktop 
communication protocol DCOP. Such technology is licensed under a very 
permissive "take what you want, just leave the copyright in" license.
