I might be wrong, but IMO the easiest way to get this done could be
adding such a greeting voice to the main KDE splash screen appearing
upon start of KDE.

This greeting voice could be heared instead of the normal sound theme
we get when KDE has nearly completed starting.

If this feature is accepted (perhaps it should be de-activable) then
the tranlators surely would have fun translating this voice into their
own languages...
