Artsd is probably reading noise, and might be resampling it?

Do also check the Sound I/O tab
  disable full duplex (you will always have some noice at input to handle)
  don't use a ridiculous custom sampling rate, disable unless using an Yamaha.
  use a big autio buffer

You had already enabled Autosuspend...

Control Center -> Sound & Multimedia -> Sound System
  enable Autosuspend if idle for (60 sec works for me)
