Drop down shadows and halos looks very slick and I'm sure this would be great 
if you have some background image where the color happen to be the same as 
the text color in some places, at least provided you have your fonts are 
large enough.  But I don't think it increases readability in other cases. 

So I think the better solution would be to just let users select backgrounds 
where they can read the text, or we would, like you suggest, have to make 
this configurable. And there already are a too many things to configure in 
KDE 

We just have had a very heated discussion on the kde-usability list on adding 
more configurability to KDE and most people there would say no to add any 
single more thing to configure almost regardless how useful or slick  it 
would be, as it would add complexity to an already  complex system. In this 
case the readability problem can be solved just by using another background.
