Untranslable strings are not affected by message freezes.

If they would remain untranslatable, they would stay in English in any case. 
If they get translatable, some teams might be able to change them in the last 
minute. And for teams that cannot change them in the last minute, it is not 
worser than if the strings were still untranslatable.
