Untranslable strings are not affected by message freezes.

If they would remain untranslatable, they would stay in English in any ca=

If they get translatable, some teams might be able to change them in the =
last=20
minute. And for teams that cannot change them in the last minute, it is n=
ot=20
worser than if the strings were still untranslatable.
