You could use something like uservfs (http://uservfs.sourceforge.net/) or
another user-space or another user-space filesystem to accomplish that.
Actually, hasn't that been discussed already (or maybe that was a different
list)?
I agree that the current implementation with .desktop files leaves a lot to
be desired. I haven't looked closely at the devices: ioslave yet, but it
sounds kinda cool. But yes, it would have the drawback of not working with
non-KDE apps.
