Because a) not everybody wants wallpapers, a b) not everybody has the 
bandwidth to download such wallpapers. By separating the stuff out into a 
separate package you're making it as easy as possible for as many people to 
get kdebase, and easy enough for people who want eye candy to get the wall 
paper they desire.
