Sounds good. 

In addition, with kconf_update you can remove the dead section as well (from 
your local config at least ) Something like installing a kdevelop.upd file in 
$(kde_datadir)/kconf_update that goes like:

# This group is now obsolete
Id=kde2.2
File=kdeveloprc
RemoveGroup=dock_setting_default
