I think we had this discussion on IRC a while ago.  It does have ways to
frob the appropiate stats.  However you need to either fork a copy of
netstat or be setgid kmem.  Yes it *should* probably be a sysctl (not
syscall/system call).  But again you've got the source for the OpenBSD 
kernel, ksysguardd, and netstat :)
