That happens after the splash screen is visible.

Ok, the splash screen appears. Then the rest of KDE is loaded. As components
are loaded, they send a DCOP signal to the splash screen, so it can show
that they have loaded. This could be done with a progress bar, or with
icons that are shown/highlighted.

Look at http://www.geoid.clara.co.uk/ksplash_test.png for an example.
You can see icons at the top left, which are highlighted as kdesktop,
kcminit and kicker are loaded. The screen goes away when ksmserver
is running.
