Hehe, I have the same sort of problems right now ;))

In kdenetwork (and any other package besides kdelibs), there is a trick
that works fine :

make -f Makefile.cvs, configure, and then put the only line
kmail
in inst-apps, and then make -> this compiles only kmail.
Useful for binary packages.

For a source package you can use kdesdk/scripts/cvs2pack :

NAME
    cvs2pack - Creates standalone dist tarballs for apps in KDE
    CVS.
 
SYNOPSIS
    cvs2pack <module dir> <packagedir> [<version>]

Yes, this looks more like what you're looking for.
