This definitely doesn't have anything to do with config files.
Basically, umask only works on newly created files.  This means that
*most* of what konqueror does won't need to use this.

However, all files created with, say, kedit or kwrite or whatever
should honor the umask.  Since all apps do or should use kio to create
their files, it should be handled there.

Am I making sense? :-)
