Hehe :-).  I think he was referring to the text of the GPL though, where it
says:

  3. ... a) Accompany it with the complete corresponding
    machine-readable source code.

  The source code for a work means the preferred form of the
  work for making modifications to it.  For an executable
  work, complete source code means all the source code for
  all modules it contains, plus any associated interface
  definition files, plus the scripts used to control
  compilation and installation of the executable.

I think, by analogy, in the case of PNG / GIF / etc. icons created from SVG
sources, the icon is the "binary", and the SVG is the "preferred form of the
work for making modifications to it".

Makes sense to me, anyway, but I'm not sure what a judge in Istanbul would say
;-).
