Hi,

The patch below fixes a few things critical for non-US users:

- Parse some essential non-US METAR codes
- Don't try to parse station codes itself, it may result in false matches
- Uppercase the station code as NOAA stores files with uppercase names

The last one is not very critical but may save some bugreports.

This patch has already been tested by Pavel Troller.
