they describe parts of the application, but they aren't proper names of the 
sort that they would be capitalized in an english sentence. were i to use my 
shift key, i'd write:

Move the mouse to the text view and click.

not:

Move the mouse to the Text View and click.

i'd write:

The property editor is used to edit properties.

not:

The Property Editor is used to edit properties.

i know this is different from many other languages, such as german where they 
Seem to Capitalize every other Word or three Just Because they are somewhat 
Nounlike.

makes it look like the constitution of the united states ;)
