ok, so I managed to get kdev-upload built and installed with some help on irc 
:)
now, should this not show up as a module in kdevelop ?
(installation was without special prefix and went like so:

Install the project...
-- Install configuration: "RelWithDebInfo"
-- Installing: /usr/local/lib/kde4/libkdevupload.so
-- Set runtime path of "/usr/local/lib/kde4/libkdevupload.so" to 
"/usr/local/lib"
-- Installing: /usr/local/share/kde4/services/kdevupload.desktop
-- Installing: /usr/local/share/apps/kdevupload/kdevupload.rc
-- Installing: /usr/local/lib/kde4/kcm_kdev_upload.so
-- Set runtime path of "/usr/local/lib/kde4/kcm_kdev_upload.so" to 
"/usr/local/lib"
-- Installing: /usr/local/share/kde4/services/kcm_kdev_upload.desktop)

kbuildsycoca4 was executed after installation.
