From memory, IE needs just the url:
iexplore.exe http://www.kdewebdev.org/
You probably need to run wine first:
wine iexplore.exe %URL

Hope that helps - I have not got a Windows box anymore (about 2 years since I 
did any development on Windows, and 6 months since I used Windows for more 
then about 5 mintues.
