sure you can not create them ;-)
Now serious, you can use a script action that removes them. And you should be 
able to assign this action to an event in your project configuration. 

But fail to see the need for this, because these files are usually not 
displayed when you list new files and they get not part of your project. If 
they are not part of your project Quanta will not upload them :-)
Maybe you use another app to upload your files?
