The fact if a debug output is enabled or disabled for you depends 
entirely on your distribution or yourself. I myself have everything 
disabled except Quanta output. ;-)

I think in this case you need to restart kdeinit first. So do:
kdeinit
quanta

You'll get now a lot of output.
