That's how it is supposed to work, and that's also what it does work like 
here. Maybe some environment variable is set in a weird way on your system? Or 
of course it was broken back then -- 4.8 is quite old.

For me it downloads new files to ~/.kde4/share/apps/katepart/syntax, and files 
placed there take precedence over the system-wide stuff.
