Hello 

The correct workpath for a selection tool is that you are allowed to make
a selection in any layer. Then move to another layer invoke what ever
command on the selection.

Say that you want to select something then it's common to e.g make a copy
of the layer. In the layer copy you may e.g set a higher contrast and
adjust levels. Now you can easily select by e.g color in order to select
e.g highlights.

Now you move back to the original layer with your selection still active.
Now you can do what ever you want to the highlights of the image.

This is just a ruff example.
