Real life example:

The Italian documentation translation was updated a few days ago. When I 
created a test tarball for the 1.6.1 release of Kile I noticed that the 
Italian index.docbook gave an error upon running meinproc --check.

So the kile.po had to be fixed. In such a case it would be easier to commit 
the fix directly into CVS, instead of sending it to the coordinator first.

Does that explain it?
