Gimp does not use either Imlib nor ImageMagick. It could not use Imlib for
effects, since it doesn't provide any.

KDE does not use Imlib at all (I wrote the style stuff).

They are not the same thing. From the Imlib home page:

"Imlib is a replacement for libXpm"

It is simply a wrapper on doing basic X pixmap operations in X Windows. There
are *no* real effects. 

ImageMagick on the otherhand is pretty much an effects and image manipulaiton
library. They are two totally different libraries with different functions.
