I think this might be related.

I just compiled from source and wanted to bring the locale settings to german.

This seemd to work and brought up the following messages:

kcontrol: KLocaleConfig::save : sending signal to kdesktop

Ctrl+Escape

When returning to the locale page all settings where back to the old ones.
