I think this functionality is already there,
have a look at http://www.kde.org/documentation/en/base/kwm/index-3.html#ss3.1,
specifically the TitlebarLook=shaded|plain|pixmap and
TitlebarPixmapActive=pixmap
TitlebarPixmapInactive=pixmap
options
