I can confirm, that this bug still is not fixed. I'm using Kubuntu 15.04 on my
home-pc with continuous backport ppa. I'm getting kde-updates every day. The
actual state is, that BUG 341930 seems to be resolved, but with konsole it's
like a random generator as Jon Stanley reported. Sometimes it works, with all
tabs restored, but the window at the wrong position (after a long waiting
time), sometimes no konsole at all. In that case is's gone forever and must be
rebuild manually.
If this isn't fixed in next Kubuntu-release that will come in October, I will
stick to 14.10 ( Plasma 4) on my office-machines, forever loosing the chance to
upgrade.
