The reason is that a lot of national TLDs (like .pl) use generic secondary 
domain names to divide their address space. E.g. the United Kingdom (england) 
has .uk and use co.uk and ac.uk to divide between commercial and academic 
domain names. These domains are basically toplevel domains themselves so we 
shouldn't set cookies for those. I'm not aware of how this situation is 
organized in Poland, is wp.pl a private domain?
