When I change the color scheme for KDE from the
control center, the changes do not *fully* take effect
until I log out and log back in to KDE. The color
changes to the K apps are pretty much immediate;
however, the kicker panel requires one or two restarts
for the color changes to take effect, especially for
the K menu and panel popup menus, and the right and
middle click menus on the desktop do not adopt color
changes until after logging out and logging back in to
KDE.

I noticed this problem after applying the
blueHeart-GTK theme to KDE (using the "Legacy Theme
Importer").
