<Look & Feel><Desktop><Desktop><tab Appearance> has
font/word-wrap/underline/etc controls for displaying icons on the desktop.
However under the same look and feel section there is <Look &
Feel><Icons><tab Label> with identical (but better) controls.  I think the
icon controls should be centralized at the latter location and made to apply
to both the browser and the desktop (and anywhere else).
