Similar problem here. After resume, the animation is shown and CPU usage rises,
although wireless is connected and working. My workaround is to disable and
re-enable the network manager in the systray settings. With these steps the
animation is stopped and the CPU load is reduced. 

Debian with plasma-desktop 5.4.2 amd64 here.
