In my case this occurs when I switch networks (wired). It is reproducible
everytime I suspend my laptop at work, take it home and resume. For reasons not
clear to me, the animation is shown and CPU usage rises steeply even if the
network connection itself is established and working. I need to kill and
restart  plasma-desktop everytime I'm in a new environment.
