run "kcmshell5 kwineffects", filter for blur and hit the config button. turn
off caching (the only checkbox) and see what happens.

If not:
Have you tried xrender compositing? Does it show up there as well?

Fwwi: Martin rather meat the artifact was caused by a (gone) tooltip, like it's
triggered by hovering over a button until the tooltip show up or so.
