...sorry, to answer my own question, for the benefit of others having this
problem:

Yes, you can kill plasma-desktop, and then run   plasma-desktop &   and it'll
grind away for a while and bring back your menus. One of my windows
spontaneously moved itself, but other than that everything came back usable.

I think my next step will be to write a quick program that monitors
plasma-desktop, and kills it and restarts it when it hogs too much RAM...
