I opened a bug report for Archlinux to ask for the baloo package to be split:

a decision hasn't been taken yet, but consensus is NOT to do that. One of the
reasons for that is that on a multi user system it should be possible to
disable/enable baloo on a user basis, and not system-wise: the option should be
clearly provided in the system settings window. Another reason is that the
package should be split upstream (by the baloo developer themselves) into a
library package and the indexer package.
