Afair it's some windows thing, oxygen optionally supports it as well, plastik
used to have it, but it was long time broken.

Aurorae indeed uses it by default, don't know the reason.

About the feature itself:
Well, Bespin does not and will not ever support it ;-P

However, if you want to allow closing a window by dbl-clicking the menubutton,
some resolution /is/ required. If you've a better one, propose it =)
