I also don't think there is an issue. We have the setting for defining the
user-local workspace (Settings-->Configure KDevelop-->Projects) and most likely
users have all their projects in there. It is rather uncomfortable to have to
navigate *back* to the workspace folder in order to load another project.
For files, it's different, you may want to open multiple files in some
directory X deep in the project directory => it makes a lot more sense to
remember the location for the file-open dialogs.
