Yes; kwin did perfectly work with the last release of openSUSE 12.3 but not
with 13.1. However I am not absolutely sure whether the 3rd effects were not
simply disabled there. Soory, I would need to install the old OS to find that
out. Perhaps the best way to go is to file a bug at freedesktop.org;  btw.: How
to set the "tearing prevention" to "none" ?
