So, for now I've abandoned the diagnostics approach and gone for a work-around.
 I moved my ~/.kde directory and all the tools are working fine.  I'm going to
guess that this has something to do with auth and dbus, but I'm doing plenty of
guessing there.

Please let me know if you have any specific requsts around diagnosis. 
Otherwise, I'll probably just abandon this bug.
