Thanks for the idea, Frank.  While setting up the debug symbols on my machine,
I ran dolphin from the terminal and waiting for the 1:40 until I saw this
message, followed immediately by the GUI rendering.

dolphin(944)/kdecore (K*TimeZone*): KSystemTimeZones: ktimezoned initialize()
D-Bus call failed:  "Did not receive a reply. Possible causes include: the
remote application did not send a reply, the message bus security policy
blocked the reply, the reply timeout expired, or the network connection was
broken." 


So, I will spend some time researching Dbus on my machine as well as what has
changed in dbus on Ubuntu for 13.04.
