Personally I am no longer able to reproduce this issue with latest master.

I don't know if anyone is currently working on it, but I tried to investigate
it and did not find the 
cause for the bug. There have been fixes concerning the panel in multi screen
setups which 
might have also fixed this one.

Of course, the KDE community is very open to external contribution and would
very much 
appreciate help on such issues (assuming the bug is still valid).

Please note that this is not a critical bug, as there is a simple workaround
and the bug does not 
occur for all setups. Seriously also KDE developers are using multi screen
setups.
