because it is (apparently) unexpected that panels are no longer accessible just
because a screen is removed. we received numerous bug reports about this. it is
compounded by the fact that some (rather common) x.org drivers rearrange the
screen numbering when screens are added (and not symmetrically to how the
numbering is handled when the screen is removed).

"As a solution, is it not possible to have a setting somewhere for user to
select whether they want the old functionality or the new?"

that's not a solution, that's a workaround.
