Not necessarily, I had one panel with a specific set of plasmoids on the main
screen (the notebook's screen) and another set of plasmoids on the monitor
screen. As the extra monitor was present only in the office, the panel had
plasmoids useful during my workday.

Maybe... yet another setting, but in this case I don't see another alternative.
