You've decreased the usefulness of the patch by making those changes to peers
and requests when paused. I haven't looked at your changes, but the whole idea
is to reduce the overhead of pausing and unpausing a torrent so it can regain
speed quickly after unpausing. The biggest issue is that telling peers we're
not interested will cause peers who are not interested in us to kill the
connection. Having to reconnect to peers is what this patch was written to
avoid: you might as well just "suspend" the torrent.
