When clicking on the small question mark in the top right corner of kcontrol's main \
window, not only the popup information but also the KHelpCenter opens. It displays an \
error saying it was unable to find documentation for /index.html.

I think KHelpCenter should not open at all at this point since there is already the \
popup displayed on clicking the question mark.
