Hmm, it's supposed to be.

We only have support for "inserting", officially. 
"Officially" means that there is some code for "linking" but it's not supposed to be
activated yet.

the picture is being linked to?

Did you use drag-n-drop or Insert/Picture? Does the same happen with local images?
